A: So you flipped over cards from the draw pile into the discard pile (ignoring New Rules and Goals, but executing any Actions) and no Keepers were revealed.
Rather than reshuffling the discard pile into a new draw pile, and continuing to flip cards and execute Actions, instead start looking down through the discard pile without executing any Actions you come to, until you come to the most recent Keeper discarded.
If you don’t find any Keepers after getting to the bottom of the discard pile, you can safely conclude there are simply no Keepers in the deck. They’re all either in play, or in someone’s hand.
In that case, consider the Action to have no effect. That’s just something that happens sometimes in Fluxx: an Action is played, has no effect, and goes into the discard pile, and play continues. Reshuffle the discard pile into a fresh draw pile, and start the new discard with the Expotition card.
Amusingly, this means that your expedition ended exactly the way it did in the story: you didn’t find the North Pole. In fact, you didn’t even find someplace to pretend was the North Pole.
