More specifically, Creepers state that they prevent you from winning, “unless the Goal says otherwise.” Being the last one standing when everyone else is eliminated is a new way to win which is outside of specific Goals with specific statements, and the way you win via elimination is simply to be the last person in the game, regardless of whether you have Creepers or not. We will be clarifying this in the rulesheet on the next printing.
