A: No. If someone has the Crown in play, but there is a MacGuffin in play, the Monarch (the person with the Crown, obviously) can still command that Plan C be discarded.

In fact, even though the MacGuffin nullifies their ability to pass, they can still use the Crown to get rid of Plan C as their turn action, enabling them to not lose a card that turn.
