A: No. This is like any other Goal: in order to win, one player needs to have the applicable Keepers on the table in front of themselves. What if the Goal was out, and then the Keepers went into play “anywhere on the table”? Who would win? It’s almost never about who played the Goal. We don’t want to create any weird memory conditions.
We should probably update this for clarity on the next printing.
