The promo card Inflation would cause all of these numbers to increase as you’ve described, but Keepers like The Computer that give bonuses like this only apply to the actual Draw, Play, Hand Limit, and Keeper Limit rule cards in play, not to any other circumstances that might cause you to do any of these things.
