Q: For the Meta Rule “Time Limit”, what defines “can make a legitimate claim to partial victory”?

…I can’t think of anything outside of having 1 of the 2 required keepers to meet a goal, but does that also mean “Oh well the goal needs a moon to win, I don’t have a moon but I have a sun and that’s the next best thing so I won” or does this only apply if you actually have 1/2 of the goal? Or what if I have one keeper of the goal and my opponent has the other?

A: Yeah, it’s mostly about having half of the Keepers needed for a Goal. But some Goals have options about more than two Keepers, so the math isn’t simple to express (like “Any three of the following five Keepers”). If you had half, and your opponent had half, I think we’d just say to call it a tie and move on. This is definitely a very squishy (Meta) Rule, and should be discussed before choosing to use it in any given game.

Sure, you might choose to have a little debate about whether the Sun is more like the Moon than, say, the Toaster is, so that should count, but this is the kind of debate that should be for fun, not the kind that splinters friendships.
