A: There’s no limit to how long a Goal is valid, except how long it remains in play. You don’t have to realize it right away in order to win.

The only exception to this is if you’re winning using math in Math Fluxx – then it does have to be your turn to win. In those cases, so as long as you can maintain that win condition until it’s your turn again, you’re golden.
