A: Yes, Janeway from the Future (JftF) can be ordered to change locations by the Janeway from Now. Yes, JftF is considered a Crew Member, as is anything with the Delta icon. Actually, the rulesheet calls such cards Starfleet Officers, but really, that should have been Crew Members. Indeed, it’s a rather unfortunate mistake, since many Voyager crew members only became Starfleet Officers by field appointment so Crew Member is really the better term. We should fix that on the next printing.

And yes, Janeway from the Future has all the same abilities as Present Janeway: she can move Crew Members as well, including Present Janeway herself. Thematically, they can each order the other around because older Janeway has rank over the younger, but it’s still younger Janeway’s ship and she’s still in command. Plus they get inside each other’s heads and have no choice but to comply when the other insists.
