Q: If Field of Poppies is played, and something causes the Tin Woodman and/or Scarecrow Keepers to move, who gets to not skip their turn? The old owners, or the new?

A: To review: Field of Poppies is an Action card which says “All players other than you miss their next turn, except for anyone who has either the Tin Woodman or the Scarecrow on the table in front of them.”

If Field of Poppies is played and the Tin Woodman and/or Scarecrow Keepers are moved at some point before turns are skipped, it would be the “new” owners who get to have a turn. In general, Fluxx rulings are very much based on the current status. Whoever has those Keepers in play in front of them when the turn gets to them are the ones who get to have a turn.

It would be annoying trying to remember who used to have them; what you want to know is who has them now that the turn has come around to them.
